The small file media festival (https://smallfile.ca/) accepts these kind of things. They don't have a 64K category though (only 1MB, 5MB and 22MB), and it's not really a competition, but I'm sure such works would be appreciated there!
They also don't answer email.
Have you tried making the e-mail smaller?
