By keeping track of the amount of posts the user writes in a period of time, so he can be determined as troll or not.

point is, as long as you can register freely, there's no barriers against 40 clones appearing and putting a "CENSORED" tag on you for no apparent reason.

How can Dork be prevented flooding? Let him post only two Posts in two Minutes (which does'nt mean one post per minute, btw). Maybe even two in three :)
How can we determine, if Dork should get allowed censoring somebody? Easily. Track his behaviour.
The regular user does what? Read Posts, write posts, maybe he doesn't upload stuff, but he surely downloads stuff. You probably can use a modified glöps-system for this and when he reaches enough "points", he can be determined as regular. As Dork could potentially fake his points by doing it on one day, a time restriction is needed. two weeks, for example. This means he HAS to show regular behaviour for at least two weeks so he gets allowed to censor anybody.
If Dork gets "regular", we still have to keep track of his behaviour, because it could potentially turn "bad". That's were the censorship comes in. As the already active regulars (which can be tracked automatically), already should be able to censor Dork it's only up to you to censor him to hell.
If, for example, Dork gets for example 20 votes by different guys with different "behaviour", he gets censored for a certain amount of time. different behaviour? yes. This is needed to be sure that every user really is a user and no one is faking.
To prevent ppl from "converting" regulars in fakes, the censor-behaviour has to be tracked, too. first of all no body should be allowed to censor the same person twice a day. if Dork starts to censor the same person every day it doesn't really matter. He would at least need 20 other nicks to really kick somebody out of the BBS.
As you can imagine every one of you has it's normal surfing behaviour on pouet. ps, if you take a look at your log and sort it by user you should get an idea of what i mean. If Dork was a troll he would have some serious problems in beeing a troll, as he can not fuck up the system (with censoring), is not able to flood fast enough to reach satisfaction and can allways get kicked anyways by the already "regular"-marked users. As i already said about this system a trolls lifetime would potentially last only a few seconds = 1 post. this depends on you, though.

Actually, this system is already set in place for some places. Some forums I go to.. which I dare not mention here, have a system set up in place that you have to make x no of posts to be able to even read the good stuff. I think this is a great idea and should probably be thought more towards.

there is a script for firefox which filters away all your problems... so the whole discussion is pretty useless

* You get a new setting: the "troll threshold". Every post of people with a higher troll level than the threshold will be semi-hidden: You'll only see the "added on..." line and a "show" button
* That button will (temporarily) show that post in case you opt to read it.
The troll threshold is set to "off" by default so if you don't specifically care you'll read everything. The rest is three additional database fields per user: # of posts, # of troll votes and a list of thread/post IDs you already voted on.
