And the dedicated compo thing is clearly a chicken/egg problem.
That said, I think that's better if Revision don't move too fast on this : it's a great opportunity for other/smaller demoparties to innovate compo-wise.
Right now, NVScene is THE place to release your android prod, and if there is traction in the area, other demoparties will follow the lead.
if you want to submit a mobile entry into the pc compo then just make a browser entry.

So i'm totally missing why would anyone want to make a browser demo instead of mobile. it's another platform, with another limitations, problems and abstraction level.
I believe that "Mobile demoscening" is, as other demoscening, beating accustomed
limitations of the platform in a nice looking way. And a desire to see your prod being run on actual people's devices. Like it was in 1999.

1 - They'd like to make a demo on a phone
2 - They'd like to have it presented in a competition where the content of the production is more relevant than the platform it runs on.
Of course, with this reasoning the ideal thing would be a dedicated phone-compo rather than showing up with your tricycle in the F1 race that is the PC compo, but it's at least better than competing against giant beetroots at the county fair (real wild).

(not counting that you're thinking of mobile as a 'phone demo'). it's just people's hw demo. it's not much different than something able to run on a generic ultrabook in terms of abstraction level and limitations.
