erpherman, not knowing right now your background, I suggest you start with:
http://www.processing.org

You will learn faster with it how to do visual effects, and have many more examples, than if you tried to do a demo from scratch in C++

Once you'll have developed a feel for what you want / can do, you will see how to achieve it with the less effort possible.

but you'll have bothered so much 'til then, that it won't be the "less effort possible".
don't be naive, there are no shortcuts.

shortcuts to make inane, teenager's fantasy laced flybys with shiny pointy objects, hypnoglows and straight punch you in the face syncs?

"shiny pointy objects and hypnoglows" seem to be easy to do but the "straight punch you in the face syncs" are things i dont see often :((

How about this for help with code;

That'll turn the screen and border black on a C16 or Plus/4, hope that helps. =-)
