So far C3S isn´t confirmed by DPMA yet, thus except expressing the need for a GEMA alternative it doesn´t have any effect at all.
And even afterwards it won´t affect any existing contracts with GEMA et al: If you want to get out of the GEMA claws you have to cancel your contract with them, and you can already do that now.
