g0blinish: Outline also has a wild category so if you want to relase it, I'm quite sure it poses no problem. Concerning the rules: all comporules are derived from common sense and are probably what you've come to expect from the standards that compo rules adhere to nowadays.

Official compo categories and rules are bound to follow, but feel free to bring your release, I'm confident it will fit in at least one category.

I think the most major change to the rules this year will be that Nosfe won't lift his kilt. Otherwise, that link from Saga is still very much on the ball.
