tampere of course. what a silly question.
though in all honesty, they're quite comparable. neither are spectacular. their atmosphere is in fact remarkably similar. i like tampere better, because i used to live there, but i also think there are a couple more nice spots. in a city walk, be sure not to miss the harry potter church (tuomiokirkko, if i recall correctly), vapriikki (nicely touched up factory-became-mall), and the näsijärvi lakeside. second day, take a walk on the park "pyynikki", take the whole park, it rocks. do *not* forget to eat a donut and have a coffee at the little donut house on the top of the hill, they're the best in the world. also go up its tower for tampere's best view. tampere has remarkably many nice bars and coffee places, be sure to go into random unattractive-looking side roads and enter places at random. finally, vohvelikahvila on Ojakatu has awesome (*awesome!*) waffles. if the place still exists, that is.
you can forget about näsinneula (a tall ugly tower that is somehow tampere's landmark attraction), it kind of sucks and somehow the view is less nice than from pyynikki's tower. also, the theme park that tampere has next to näsinneula is only interesting if you've never been to a real theme park (i.e. if you're finnish). the neighbouring town of Nokia is worth a visit just to take a picture next to the city sign.

Vapriikki is actually the museum centre in the old Tampella factory area. The old factory building that was converted into a mall is called Siperia. (part of Finlayson)

I have lived both in Tampere and Turku, and from these two options I would say Turku. It depends of course what you are looking for, though.
Things I like in Turku that it's very compact and all the mandatory tourist shit is within walking distance. Turku used to be the capital of Finland (pre-1560 or so) so if you're into history, you'll find lots of that in there. Turun linna is always worth of seeing.
You can always ask some scener living in Turku (like Britelite) to take you on a tour. You'll forget the city you're in anyways after ten beers.
I'd tell everyone come to Helsinki, but here I wasn't given options :)
