to prevent further damage to his property done by an uncaring individual he passified him. I dont see the problem here. The problem was the uncaring individual for reasons of his own, decided to trash the drivers windscreen for his own perverse sense of joy. I've been assaulted by two stranger in a crowded street and it sucks that they never got the assholes, yet i rather live in a society where the search for criminals are hampered by rules and regulations rather in a society that is not.

Yes but that is because youre a pussy and fail to understand that it is abused to protect criminals much more than ever deals with them. Criminals gets harder and harder cut, even though punishments gets "tougher". why do you think that is?
