ProMotion (best pixel/animation app out there)

or that graphx2 win32 port (cant do animations tho afaik, just pixelling)

or if you do not care about hotkeys for palettecycling etc, jasc paint shop pro 6 or 7 (they're abandonware by now iirc) with a heavy zoom and brush to just 1 pixel can be quite decent to pixel with too.. at least i did from time to time. jasc's animation shop seems to be pretty weird with timing sometimes too, it's darn old and stupid.
Do they still have animation shop bundled with psp these days? Corel messed around with that one after they aquired Jasc, so I stopped updating. :/

dunno, psp started to focus more on photo manipulation that i didnt upgrade from 7 either. (and later on migrated to photoshop, cos layering/etc/etc/etc was all too lame in psp7)
pspx is rather excellent. At least it's the best vector/bitmap hybrid I know of. But I don't like the direction of the newer versions (2003+) either.
