Could be possiby an animation, however a nice one. But small. Soiled Legacy city was showed much more time and was smoother too..

at optimus: this does not have to be an animation. i am pretty sure it is realtime. z-ordering does not change. and there is minimum amount of rotation. so it should be quite possible for hollowman to do this in real time.
in soiled legacy the buildings were same color and thus no z-ordering was necessary.and below a cretain y line you can basicly copy lines downwards. i think that routine is a bit faster than this one. but this one has multi color buildings and i think the camera angle and field of view is very well chosen and looks very realistic...:)
by the way i haven't seen dane's end picture before.. totally overwhelming...
