The screen shaking just looks like incompetent programming, not style. In NTSC mode, you can upload a screen in 4 frames without flicker or jumping, and in PAL mode you can do it in 2 frames. This just ends up looking like very sloppy PPU updating code that a noob would write, not some kind of "neat demoscene effect".
I can see that you can obviously make demos that don't suffer from these kind of problems, so it's just a very bad style choice here to try to look noobish.

I'm not convinced that it's supposed to look this broken, repetitive and empty. It's more like a series of bugs thinly disguised as effects. Even if that was the intended result, I don't like it at all.

Why does the YouTube video (here) look so different when compared to emulators? Also it'd be a good idea to add PAL/NTSC checks in the code or at least indicate in the readme what system it should be run on. It's not so obvious what the correct choice is in this case...
It's too bad NES doesn't support expansion audio without hardware modifications (or a "dongle" in the expansion port.. which doesn't exist at least yet).

Looks like a poor attempt at VQ (really bad codebook). I've done better using a simple K-means implementation, with color (never finished though).
Try using a simpler decoder and have the encoder count the number of cycles spent in the decoder ("time spent where" can be rate-distortion optimized).
