Unless the machine the demo runs on can't keep the pace (e.g. due to slow mechanical HD) or you mean that the scrolling is slow, the scrolling doesn't twitch: it moves upwards steadily at about 4.33 lines every second (the scrolling is synchronized to the music playback; more precisely: a step is performed every time a chunk of audio data is loaded; the data is streamed by loading 65536 bytes at a time; that's 65536/4 = 16384 samples per channel; given that the playback frequency is 70937.9 Hz, 70937.9/16384 = ~4.33 steps per seconds are performed; therefore, if the scrolling twitched, also music would stutter).
The slow speed allows reading the information without much effort and thus without distracting the viewer too much from the music.
