Running current prods

I have a Core 2 Duo, Ati X1650 and Vista. I've not been able to run the most of the current prods.
Some few of these run, but too slow. In that case, I know what I need: a new graphics card but... which one? Is there some good one in the 100€ range? (I'm not going to spend more just to see demos)
Then, by other hand, when I see "you need dx9something.dll". Where I'm supposed to get those dlls? Is there a legal - directly from Microsoft - way to obtain these?
About the OS... are you developing demos for XP, Vista or both? Is Vista a problem for running demos?
And finally, do you all have high-end graphic cards, and XP and all the directx dlls and everything or the most of you are watching demos in video format as I do? For me it's a bit weird that I can run only 5% or less of prods in a computer I bought just 4 or 5 months ago...

http://breakpoint.untergrund.net/compos_pc.php has links to the current DirectX end user runtimes which should fix the d3dx_blah missing issues.
Googling for them will also work. Your compatibility problems will easily be fixed by getting a non-ATI graphics card I guess..

Get the latest DirectX version, as Gloom pointed out, Google will help you in 3 seconds or just browse microsoft.com :)

Vista is not a problem, some demos require it because they use DirectX10.

X1650 XT is something like 2.5 years old and it's ATI.
It's more or less equivalent to a 7600 GT (slightly better though). Keep in mind that ever since there have been the 8800 series, the 9800 series and the GTX 2xx, so an ATI X1650 is somewhat outdated indeed, 256MB probably not helping ;)
5% sounds pretty low though.
I just watch videos.

I haven't had any problems with demos on vista. Maybe some older windows prods from early 2000's won't work.
as all said acutal drivers and dx.
a minimum of ATI HD4850 or nVidia GF8800 should fix most problems :D
