Does anyone know if it is possible to install windows on a atom powered android tablet, and vice versa?
Yes
Really depends on the tablet I think as they might have some custom EFI or BIOS on those that reduces options on what you can do, Since it's x86 I find it very likely that it would have a typical setup screen that you can get into.
My first angle of approach would be to try to find if it supports USB somehow, get a keyboard (probably still has the hotkey enabled) and try to get OS to some device, a memory card could work if it supports such or a USB stick.
Wouldn't be surprised if the BIOS/EFI setup screen is still present but just masked with a pretty boot splash, if you get USB working in this case then it's pretty much game over.

I still don't. But I'm planning to get one this month.
i have had a windows tablet for ~3 years now. first with win7 on it which was a nightmare, later with win8 and it's slightly better but... windows is still shit for a tablet. ;)
and yes, you can access bios via a keycombo usually.. you can use the volume buttons for up/down and some other button acts as enter. usb would indeed be handy to install alternate OSes on it via a bootable stick.

Keep in mind that most android tablets are ARM, not intel. You can't install regular windows on that, and I don't think you can get windows RT on its own to install. So you're limited to intel (or AMD if they exist) tablets.
I'd guess it's going to be a lot easier to install android on a windows tablet than the other way round. Windows will expect some kind of regular bios, android likely doesn't, and might not have it.
Alternative option: there are ways to run android apps on windows. If you want both OSes anyway, maybe this is a better option?

Pretty sure debian has an arm kernel.
Debian isn't Windows, though.

This is true Saga - however for booting off a usb into a native kernel that can then do fdisk and parted to set up windows partitions and editing mbr I'm pretty sure that's how I would go.
Having an external optical drive would be a bonus too.
