IMHO you cannot call a person superior or inferior because of his/her belonging to a particular "race", but nevertheless it's possible to tell whether somebody is a decent person, an anti-social or a criminal. Personally I wouldn't want to sustain people with my money who don't want to work although they'd be physically and mentally able to work, and I wouldn't want people unable or unwilling to work to immigrate into my country and reproduce.

By being born to parents who belong to some country, babies get some rights which cannot be taken away from them ever. Babies are originally parts of their parents, so this is biologically justified.

In order to make earth a better place to live, I'd encourage the development of humanity. Couples that want to marry should make psychological tests, and depending on the results of these tests, they should be given more or less money for founding a family. Only the best should reproduce.
