Well, yes, the idea is that all jurors discuss which 10 final categories they want to have for the awards.
That may involve merging similar ones or splitting off aspects they find important into separate ones. If in that process they come up with some very important category that has been missed, and that all of them want, I certainly won't disallow it.

That sounds hazy - you apply as a juror for specific categories, and then you have to convince... someone(?) that your category is worth it?

All jurors discuss all categories and decide as a group which final categories they want to have for the awards. They don't argue only for their specific categories they signed up for, and they don't need to convince a special "someone", but the other jurors.
Note that in addition to applying as a juror for specific categories, you can also apply for a general area like coding, graphics, music, low/high end etc.

Wait, are there "general areas" then? Urs just said the only categories are picked from the ones on the site with their distinctive juries.

As an awards show, a bit of fun at revision, being all inclusive with audience participation and so on, I get it. as an award to honour the best of the scene in 2015 I don't get it at all. But hey, I guess it's more about the former. :)

WTF why would you hide almost all the info (i.e. both the potential non-categories and the deadline) behind the incentive - this is so messed up.

The general areas are an optional way to indicate your area of expertise when applying as juror, which helps planning. For example, if you apply as juror for a category that in the end doesn't make it into the final 10, you might still be willing to help out as juror in a different category you're an expert for.
The process goes like this:
1. Until tomorrow, you can propose categories. Until Dec 31, you can apply as juror for specific categories and/or indicate your general area of expertise.
2. After Dec 31, all jurors discuss and decide which final categories they want to have for the awards.
3. Jurors whose categories didn't make it can become juror for a different category if it matches their area of expertise and more jurors are needed for that. Similarly, if there are too many jurors for some categories and not enough for others, jurors can move according to their area of expertise.

Honestly, it clears up the process but not the intentions. My initial question was not about how jurors get re-purposed if their categories aren't selected, but whether the awards team intends to correct course on the current category listing so far, which is... well... look at it.
I'm less and less convinced that the "hands-off" approach is workable for an award that aims to be taken seriously.
Maybe that's a misconception on your part - assuming they want to be taken seriously, when there's no indication they actually do :)

virgill: it still strokes the ego better when someone who did quite some cool shit says you did a cool demo than the new kid who still thinks demos are made by programming in git. that's the 'seriousness' smash was hinting about. so a strong jury could embody that but, in practice, that kinda vaporized in the scene.org awards too because both renowned as less renowned sceners are too lazy to watch a shitload of demos and fill in web forms :)

Where do you draw the line between high-end and low-end?

Isn't Ziphead also eligible for Best Storytelling and That's Not Possible on This Platform? Especially the latter!

Last year, we actually went with "we don't clearly define what's high-end and what's low-end, and if there's any uncertainty, the corresponding high- and low-end juries should decide it among them".
Wasn't actually neccessary afterall, and I'm not sure it would be this year either.
