alk: for anything to be done about this; those with ripped material *need* to fill out a proper Apple copyright infringement complaint (just an email to copyright@apple.com, but with thge /necessary information/ documented on apple's contact info page.

So i if I used scene music for the breaks in a non-scene related radio show, because well I really like scene music, and give proper credit would you fellas mind? Or would this non-scene appropriation of scene music be upsetting?

Proper credit is nice, asking for permission/letting the artists know is even better.
If money is involved and you cannot find the artist for agreement/permission, well, it sucks but I would just skip to the next song.
