This is actually a bit more than just ZX-Spectrum. It uses architecture extensions name TS-Conf and works on ZX-Evolution/Pentevo board.
I never understood why people think this is an effect

Yeah I know, it comes from Amiiga and Kefrens originally I guess. It just looks pretty dull to me :)
Preacher, I agree with this prod, 1K wasn't much success, but its purpose was to understand how to handle TS-Conf graphics.
