He can vote of course for something he has done himself if he votes OK or negative. (This means someone can be free to admit it that he has done something sooo lame or he is soooo lame himself, look at Atsou by Nasty Bugs, that it's the lamest thing on pouet (Someone else added it and I didn't wanted :P) and I have presented it myself just as coding preview and to support the few entries at DN2001 :P I voted thumbs down for that!
