AFAIK it was never publically released until I sent it over to Evil/DHS, probably back in 2000/2001 or so... Eagle/Sentry was coding both this tracker and several other projects at the same time, most famous of which is ofcourse the XLR8 chiptracker. He borrowed my MegaSTE at the Giants party in Purmerend to test his stuff, and left the files on my harddisk in exchange for the promise that I wouldn't release them to the public. ;-) (Eagle, if you ever read this: Sorry for breaking the promise!
